The self-assessment method: what is it and what is it not?
Answer:
The assessment method is not based on a questionnaire that can simply be handed out to a programme manager, who will subsequently receive a miraculous analysis detailing how the agency adds value and how it could add even more. Rather, the assessment is a dialogue guided by a facilitator who understands the assessment framework. Based on that understanding – through an interview with line and programme management – the facilitator filters out both planned and observed added value of an agency’s activities within an RTDI programme. The facilitator follows a recommended assessment process and uses reference models for agency processes/activities, outcomes and quality level, in order to carry out the assessment. The process and reference models are supported by a structured list of questions and examples to elicit and stimulate reflections on the additionality provided by an agency.
